What’s Happening?
A California law, AB 495, signed by Governor Gavin Newsom in 2025, took effect on January 1, 2026. This law allows certain individuals identified as “caregivers” to pick up and transport a child from a school, daycare or similar facility. While it does not grant legal custody, it does allow the “caregiver” to take physical custody of the child without parental permission.
